yes a firewall stops ppl from hacking in ,to allow the webcam
reset the firewall an option should pop up asking you if you want to allow the connection just answer yes then the cam should be fine

You need to go into control panel and then look for windows firewall (I think its in system). Turn it off and your camera should go through.
