I have been living in Belize the last two years and I would say the Prime Minister. When reading the papers and listening to the news - there is always mention of the decisions that he is making and the things that he is doing. The Governor General is rarely mentioned.

Also, as you will notice in the information listed below about Canada, the Queen is the "head" of the Canadian government as well but I do not think that anyone would state that she has the most power in the Canadian government.

Well it looks like the Monarch would be and then it trickle down from there.
