How do you play them? Do you just download them like normal? Or do I need a BIOs or something and if I need a BIOs where do I put it so I can play them? Thanks a whole lot to anyone who can awnser.

I mean games like SVC: SNK VS Capcom Chaos,Metal Slug 3,Rage of the Dragons and a bunch of other SNK or Neo Geo games.

Yes download the ROMs and place them still zipped in your ROMS folder. BIOS files are roms also so find Neogeo on your favorite rom provider and just treat it like a Game rom file.
For your information: You are using MAME32 on the left you are able to click BIOS. Doing so will list all the bios files MAME uses try and just find and download all of them. They are small files but doing so makes downloading and playing game roms faster.
