When I flush, the water runs in the tank, but it is like not enough to flush the toilet. I have to flush at least twice to get stuff to go down. I live alone and nothing has gotten dropped (that I know of). Inside the tank, there is some type of cylinder around where the flapper is.

look inside the tank theres a waterline where the water should be.. if it not there you will need to adjust the float it just screws in or out id say in to raise the water... and also flush while you are looking watch the flaper in the botton of tank see if it is opening all the way or just a little should open up... the flapper is the part that moves when you push the handle... all can be done are fix every easy but i think you just need to adjust the float ball or the chain to the flap.... you have inside the tank a water control which is a tube the water comes out of also a small hose to spray inside the top of tube that fills the bowl and a flapper any can be brought and replace if bad just about any store that has them now days and they hardy every do wear out. the flapper or the chain and the float just watch what i said you can fix it

First instruction - hold the handle down until things flush - in some toilets, the chain doesn't hold the flapper open properly and it closes before the flush can get going.

If that doesn't work, and if the water level before a flush is at the fill line, ask your landlord about the problem and mention the cylinder. If you see that it stops water from leaving the tank during a flush (take the top off the tank and watch!), that is probably the problem.

Vinegar can sit in your tank to de-calcify, in a much more healthy way for the environment than using CLR. Also it won't burn your skin if you splash it. Use lots of vinegar - 2L or so. It also kills many bacteria.

Be careful about bending the bar - if it rotates, the float may sit high enough to allow the tank to overflow. Screws where the bar attaches to the inflow tube allow you to adjust the angle of the bar and how full the tank gets before the float's pressure turns off the incoming water

It sounds as if the apartment manager has created a water saving device. If the cylinder surrounds the flapper opening, only the water above the cylinder will flow into the toilet bowl. The problem in modifying older model or high-flow systems is lowering the water flow reduces the effectiveness.

Another problem may be calcium build-up in the holes under the rim and the small hole at the bottom of the bowl; the name escapes me at this time. This too will alter the effectiveness of the system. There are acids designed to reduce calcium blockages; the most common is CLR. Pour some into the bowl. Let it sit, periodically using a toilet brush to scrub under the rim. It should help open up blockages.

You probably have a low water flush toilet. You can raise the water level in the tank if you know how. There is a float that determines the water level.

All you can do is raise the ballcock to right below the overflow most toilets are low flow toilets water savers some are better then others a good toilet cost about 150 bucks or more? try to talk to a plumbing department manager at a home depot type store and if it doesn't work you can return it good luck

Well, I don't know where you live but here in Calif. there are laws that require toilets to use minimum water for flushing. When it doesn't have enough water to get the job done, then you end up flushing twice....which completely defeats the purpose of the law. Yeah, so go figure.
That may be your problem, however, it may not be and for that you may need a plumber.

If You have a low flow toilet You need to hold the handle down for several seconds to get a full flush.

Same happens here ... I'll flush ... as the waters going down and nearly reaches the drainout tp the sewer, I flush again. It works but not exactly efficient.

it might be time for a new toilet..if so get a TOTO. they have the best flushing , the drain is a larger diameter and the porcelain finish goes right through the drain.

raise the water level in the back tank , bend the ballcock bar up a little use more water
