I want to add front and rear turn signals using a kit for 6 volt systems, but does my battery have enough amperage in it to power the extra load?

You don't have a 4 amp battery. You have a 4 amp-hour battery. It will deliver more than ten amps for a short time, which is more than enough for turn signals.

Yes, just make sure you use 6 volt components in the turn signals. The battery won't create enough voltage to even light a 12 volt bulb. Does this bike have all components existing or how are you coming across this?

Go with bright LED type of signals they should pull less current out of the battery. You might even look at replacing the tail/brake and plate lights with the LED type.

if the turn sigs are led type there shouldn't any prob at all dont know what type you getting. If you dont have a gen/alt their is a good chance that it will kill the batt. according to the site listed below the batt can only handle 24watts of output so add up all the bulbs watts as if they are on at the same time if the total is more than 24w you will need a heavier amp'd batt example 4a x 6v = 24w (your batt) heavier batt -10a x 6v= 60w Good luck

Relay and six volt signals shouldn't hurt.
