I dont suggest using starting fluid- ever. Use a shot of gasoline in the carb.
Try removing and cleaning the carb thouroughly - it could be getting to the carb, but not thru it. If it has spark, it should fire dumping gas in the carb. Another thing to check is make sure its sucking in air ( with carb removed ) and blowing out air in the exhaust - its possible a baffel broke in the muffler.

As someone suggested, remove the air cleaner and put a small amount of gas in the carburetor. Replace the air cleaner and try it. It should run for a few seconds. Don't use starting fluid. If it fires I would remove the carb and soak it in a good parts cleaner and put it back together with a rebuild kit. Another suggestion, if it is a briggs engine there may be a fuel shut off solinoid on the bottom of the carb. It will be a small cylinder with two wires attached to it. Make sure that there is power to the solinoid or it won't allow gas into the carb.

I had a problem something like that and it turned out to be a plugged gas cap. There is a small hole to let air into the tank that was all plugged up. I called sears after I tried everything and all he did to fix it was put a needle in it to push the dirt out so the gas tank could breath and that was it! I was pissed that they can't tell you this over the phone or put it in the owners manual. Anyway it runs great now! Hope this is your problem also.
