best bet would be to shut down windows (it will tell whatever's accessing it to close), then disconnect the external drive and boot back up

click on start
click on run
type in taskmgr
press enter

click the processes tab
take a look at what processes are running
then plug in your external drive and do what you did before
watching what new processes started
then you can identify which one "hung"

If you're having problems there are a couple different options.
You can Ctrl+Alt+Del and do a search under the "Processes" tab for the program that is still open in the background.
If that doesn't work, you can always turn off your computer. Once it's shut down, you can feel free to disconnect your external drive.

When this happens to me, I log off and back on (or shut down). It's a pain, but this typically clears the drive.

JCD, what that happen, I usually

1. shut down my computer
2. turn off the external HDD, or unplug it..
