If you have a good reason to know the info, then you can get it from the DMV or a cop, insurnace agent. Whoever has access to the files. Without the need to know, then you can't.

A few dollars in the right direction may do you some good however. good luck.

Contact your local DMV, some of them will run the plate for a fee, and give you the information.

I am not sure where you are but here the Roads and traffic authority have those details. Ask the people who register vehicles in your area.
