I think that's Kenny Jones,
as the group looks like The Faces
at the end you can see Rod Stewart & Ronnie Wood.
Kenny Jones was originally a founder member of The Small Faces, and he later toured with The Who after Keith Moon's death.

I concur That is Kenny Jones with the Faces, and future replacement of Keith Moon in the Who.
