It sounds to me like a Betta in a bowl. To answer your question, I'm going to ask you one:
If you were in a tiny space, would you move around alot?
You should get him a small (maybe 2.5 gallon) tank with a heater and filter. Just because Bettas are hardy and CAN live in a bowl, doesn't mean they enjoy it.
In my opinion, Betta bowls are cruel, but that's my first betta tank. Then we moved him to a 2.5gal, then 25gal, and now he's living like a king in a 55 gallon tank with several other fish.
By the way, when pet stores tell you that bettas are NOT community fish, this is a lie. MOST Bettas enjoy other fish as company, so you might want to try this. I'm just letting you know, some bettas like to live solitary, so be careful if you decide to try.

he's probably sick and needs clean water...you didn't say how long it's been going on, and i hope it's not too late...you can always take him out of the bowl and put in a kitchen bowl that is more open and see how well he does in that...if he still doesn't move in a different environment, he is definitely sick...

how long have you had the fish? i have a Beta. he does this sometimes when he is resting. he perks up when he is waken by a gentle tap on his bowl. if this is not something he does usualy, i would change his water to see if he perks up. My "Bubbles" gets friskie when his water is changed. if it doesnt help... you might have a sick fishie? i hope this helps :-)

Very simple, because you have him in a darn bowl
In my opinion these bowls should be forbidden!!!
Even a betta needs at least a 2.5 gallon tank with filter and heater and a live plant
or
if you have even a goldfish in there, one of them needs at least a 10 gallon tank
The only things you can keep in there is shrimp or raise triops in there
your fish doesn't move, because it doesn't have enough space to do so

Is your fish under any type of light. Move the fish bowl or just change the light bulb.

Did you put tap water into the bowl or tank?
You need to use untreated water.

guessing it is a betta...
bettas and fish in generally dont always move, while some species like danios are always moving, this is because they have oxygen which is caused by the current in the filter.
Bettas esp. Will rest alot, they will sit on the top and breathe and relax if you will. Since fishes dont sleep alot of them will rest.
But it could be another thing, depending on the type of fish. im guessing that the bowl is not filtered. So if it is a goldfish.....Well...There you go, lack of oxygen and a poor environment.

He might be sleeping. my betta sleeps at night when I turn out my light or on hot days.

Also, bring a water sample to your local petstore to test the water quality.
