I want to be the Arbiter from Halo 2 this Halloween, but I have no clue how to make it. Any ideas?

I know you can't buy a costume, and even then I wouldn't want to. What would be good materials to use? how would I make the armour and head? Hwo can i do this cheaply?

You can try googling it or just make it yourself the best you can.

That's some pretty complicated stuff you're lookin at making. You'll want to try someplace like cosplay.com and ask around there.
