Okay so I live in Minnesota and I have no idea if these little bugs are native to my area or what..

They are really small, a bit bigger than a fruit fly, and are covered in white fluff! They're so pretty but I have no idea what the heck they're called. If anyone could help me out, that would be great! I'm super curious!

There are wooly aphids, mealybugs, and adelgids, which all fall into the description you give. It would help to know what type of plant you see them on. There are ones specific to hemlock trees, birch trees, or other tree types; and ones not as specific. Here are a few links with pix. Hope this helps!

I suspect they are either wooly aphids, or mealy bugs, which are a little larger. Both can be plant pests.
