When you're already having a rough day, you don't want to multiply the effects by trying to quit an addiction. Things like this are normally said in jest though.

i wouldn't know from personal experience but....
usually sniffing/snorting anything like that makes you feel good when you're not and makes things that should stress you out not seem as big a deal. so to say that someone chose the wrong day means that they don't want to deal with the stuff that's going on and wish they had snorted the hash.
not always used literally, i'm sure. could be used as a fugure of speech to simply express that they wish they weren't in the situation they're in.
