This may have happened because I may have first signed into Google Webmaster tools while living in China.

Have a look at these 3 things:
1. When you first sign in but before you go to 'My Account', click on 'preferences' just to the right of the search box.
See what language is selected there and make any changes necessary.
2. After you have logged in and gone to 'My Account', go to 'Personal information - Edit' on the left side of the screen.
See if there is a country selected there.
Change that if necessary.
3. Is there a country or language specified in the meta tags of your website?
If so that may need to be changed.
You could try re-submitting a fresh sitemap also.
That's all that I can think of.

yeah try the meta tags one, basically circulate into your source code, replica and paste the meta tag into the code the place Google tells you. I spent hours attempting to apply the html way and did it in 2 minutes with the meta tags.
