Are they and what is the difference between that and an agency?

I think they are. There is no difference between them and an agency.

One way to tell would be to check with the TMA (Talent Managers Association) and see if they are a member. And there are differences in what an agent can do and what a manager can do along with acceptable commission rates (a manager can will charge between 10% -15% where an agent can only charge 10%. A manager will (hopefully) try to steer your career a little more than an agent will. But both get access to the same breakdowns that the general public does not, so either one or both is good to have.
