If the cops pull you over for other reasons and then decide to do a full body check for defects, then yes you can get done for headlights during the day if they are not working. Usually its only a fuse. And a fuse costs around 2 dollars. It beats getting a fine anyday, or a defect sticker placed on your vehicle.

It is called defective head lights.
Be thankful he knows they don't work properly now he can get them fixed and be safe to drive at night.
He may want to go to court and show the Judge and officer he had the lights repaired. (Take them the receipt ). If he has any luck at all the judge will suspend the fine.

it depend what state and day time situation you're driving. In Pennsylvania , day time and you're using your wipers like raining you need your headlight on or in dark sky. And if it's not working then the cops can get you.

Depends on the language of your state's statute. If it says only that lights must be operated at night, then no. If it says that all cars must have lights in working order, then yes.

maybe years ago you didn't lights during the day. However now that traffic tickets are just another tax[ a way for government to steal your money] look for more laws to come!

if he his headlights on, and one isn't working, there is a equipment issue raised. so a cop probably has the right to pull you over and inform you that your headlight is out, but probably cannot give you a ticket for it because you are not driving in a time when you need a functioning headlight.

It depends. In PA, we have a law that says you have to have you head lights on, if your windshield wipers are going. We also have a law that says you have to have your head lights on, in a marked construction zones.
