That depends on your definition of continental - with or without Alaska. Since Alaska is so obvious, I will assume you mean the "lower 48" where the the northernmost state is Minnesota.

While all the northern states bordering Canada west of the Great Lakes reach the 49th parallel (WA, ID, MT, ND, and MN), only Minnesota goes past 49°N at Lake of the Woods, near Warroad. Maine is nowhere near as far north, only going as far as 48°N.

Alaska, of course. In the contiguous US, it is Minnesota, which has a tiny projection north of 49 degrees north. Maine is not correct; there is no part of Maine which is as far north as 49 degrees.

In the continental US that would be Maine, over in the east coast.

For all of the US that would be Alaska.
