I'm wondering about that. I'm pretty I have smegma under my foreskin, and I want to be able to clean it. I feel uncomfortable when the head of my penis inside my foreskin touches my boxers.
And I've heard of "only pulling down your foreskin once you reach puberty," but does that mean, if I can ejaculate already, then I can pull down my foreskin? I've heard premature retraction in bad, so I don't want to risk it.

There's no age factor in retracting your foreskin, and I never heard of "premature retraction", only "premature ejaculation", which means ejaculating too soon (too soon for your partner's benefit, that is). As soon as boys are old enough to bathe themselves they should be retracting their foreskins to clean under there, too. It will probably take some practice until you get so you can retract it all the way back, but eventually the foreskin will stretch enough to pull back. And you'll get used to have your glans (head) touching things.

Usually, the foreskin is able to retract fully around the time of puberty, because of all the fun you guys have with it. Doesn't it retract when you get an erection? Any pain with an erection?
The foreskin should be retacted gently so you can clean the smegma under there, every day.
If your foreskin is not retractable, use a little vaseline to gently stretch it back a bit, but not to the point of any pain. Then push back up into place.
Your parents should have shown you how to do this when you were little. I don't know where your info is from.

you should be able to pull the foreskin back once you are about 6 but this will vary with each person. If you can pull it back you should be doing it clean underneath everyday when you shower and each time you pee to stop it getting dirty. I do this and have no problem with smell or smegma. Don't listen to those who say you need to get circumcised. as you will see from the links it is not needed and makes things worse for you.

You can pull down the foreskin for cleaning, but remember to put it back after don't leave it down.

You should start trying to pull back your foreskin to clean your glans from today. It is never too early for that unless you are like too young for school!
