It sounds as though he's developed a problem with his swim bladder. This is an organ which is filled with air to help them maintain their buoyancy in the water, but if too much or too little air is trapped, they either have a hard time getting off the bottom, or tend to float at the surface with the head tilted downward. Goldfish with heavier bodies (including fantails) seem to get this problem more often than others.
Some of the problem comes from the diet, so this is something I would address first. If you've been feeding your fish dry food (flakes or pellets) soak them in a separate container with a little tank water before you give it to the fish. This keep them from gulping as much air when these items float on the surface. Also, give them some added fiber in their diets - some cooked green peas or lima beans with the skins removed, or slices of zucchini or cucumber, or a piece of dark leafy lettuce (not iceberg).

I have a number of goldfish and from time to time, this happens, and the fish will start to bloat, you may see the scales protruding slightly from the body.
If so your fish may have whats known as Swim Bladder can be caused by a number of reasons including
1. They may have swallowed air. Pre soak their food.
2. They might be constipated.
3.You may have over fed them. Feed only small amounts of food per fish.
Most pet shops will sell a treatment for the condition, or you could reduce the amount of feed, presoak the feed and use a good quality food product.
Other advice is to feed the fish garden peas, never tried it but may work.

it sounds like he has a problem with his swim bladder. it's an organ which fish use to maintain their level in the fish tank. its usually really hard to fix, i've never been able to help my fish with it. you're best bet would be to go to a locally owned pet store and talk to a fish expert there.

I had the exact problem with my beta, sorry to say but, he died. You might want to get him some medicin, you put it in his tank everyday and it should fix the problem, this is mostly caused from an unclean tank.
