can a computer screen that i bought in the USA work in Europe?

VGA/DVI is standard anywhere.

I think most monitor is capable of handling 110V and 220V.

So the answer would be yes. Just make sure you have the compatible plug adaptor and I think you should be good to go.

yes It will work in any part of the world, the it is not the screen that works it is the software in it that works and everybody uses universal software that is microsoft

The Plug is different and you would need an adapter, other than that...it's fine.
