Primitive cultures or un-civilized cultures are historically speaking those whose population left no written evidence of their being, had only basic knowledge of science and how to apply it. Pending on time frame, one could also say it would involve life expectancy rates, ability to understand one's place in the universe, literacy rate (if in a reading/writing world), and overall natural and social science progress. Economic considerations and social structure could also be implied pending on what your parameters are based on.

Though still relative to who you are comparing them too, many aboriginal tribes, African tribes, and south-east Asian tribes are lumped into this category. Nomadic people are considered primitive because they refuse to have an established settlement, one of the basis for "civilization". Some native American tribes were considered primitive compared to European explorers the same way European merchants of the middle ages looked primitive to Middle Eastern lands such as those of the Persians and Arabs. The mongols were considered barbaric but also conquered the entire Eurasian land mass.

The Japanese were considered primitive until they beat up the Russians in the Russo-Japanese war in the early 1900's. Some may even say now that Americans are primitive because some refuse to accept science and abandon old ways of thinking about God and their place in the universe.

For general use, primitive is tribal on any continent where there is already the building on a nation-state or permanent modern style economic and social order. As for those who believe Persians and "Iraqis" are primive, one must wonder which text books they were reading! Modern mathematics, Astrology, economic principals, banking, irrigation, iron working, settlement, and all the modern principles equated with being civilized are born in the near East.

the Minoans early dudes in Greece. and also the native americans, the cree, lakota and the apache. there's also the inca and the aztecs, the nubians in Africa and the mayans and the abrogines. although these can be called primitive civilizations they also have some learning in em. all early peoples have that. the closest beings that can be called primitives are the cavemen who also have some sense in their heads. how do u think they survived? in other words there are lots of early humans but they still had brain cells to think with.
