I draw all the time, and my style lies mostely in the manga/anime style. When I was your age, I discovered the internet and ways to improve my art. Here's my advice:
1. Practice. I can't emphasize this enough. With practice comes experience. You begin to notice more things wrong with what you draw and how to fix it.
2. Watch other artists. Go to an art website like deviantart or artwanted and look at other peoples art. Notice how they make things come together, like the lines of the nose, and the folds in clothes. You can even get an account and post your own art in order to get constructive critisisum(sp?)
3. Trace. No really. Print art and real life photos off the internet and trace it. You remember the way things should look that way. I just don't recomend posting it anywhere in the internet or claiming it as your own. It's purely for the purpose of studying.
4. Write a comic. I have read many comics/manga, both professoinaly published ones, and those that are on the internet. In every single one that lasted for more than 60 or so pages, there mas marked improvement. Drawing comics/manga forces you to draw certain characters and actions multiple times and ultimately results in improvement.
5. Keep art that you do and date it. I often look back at art I did a year ago so I can see how much I've improved. It's very motivating for me.

I'm 16 and i've been drawing manga/anime for maybe 7 years. What I can tell you is that if you're drawing simply for hobby, you don't really need any special tools. But if you plan to go pro then you're going to need to read and study alot. There are also alot of tools to buy, and it can be costly, but worth it.

Also, remember that there are all different styles of Manga, whether it's classic, chibi, or realistic, like Man-hwa (korean manga). You may start off copying your favorite artists' style but eventually you will turn it into your own, unique style.

Good luck!

I love drawing my comics-buy books on how to draw comics/cartoons/etc. I've got several of them. but draw everyday, make it a habbit, carry your drawing supplies wherever you go so you can draw anytime. (I wear a "fanny-pack" & have a small pad of paper & pencils. the fun thing is taking photos of people out of books, mag., etc. & transporting the face into a cartoon on paper. (When I go to coffee at the cafe's, I love drawing other people's faces up, (the server, someone I know, etc.) as a cartoon, or characature then showing them.
