I live in Milwaukee. How can i get legal marijuana?

Move to a state with med laws. Even then, it's still illegal at the federal level. Look here for state by state laws:

Nope. Only 15 states in the Union currently have either medical use or decriminalization movements regarding marijuana at this time. Wisconsin is not one of them. There is a full listing in Wikipedia online if you want the exact states for each type of law. However, remember--the current US govt. in its infinitesimal wisdom--has stated in many cases that no matter what the state's laws are, Marijuana is still a controlled substance and is still Federally prosecutable under Federal Law.

you cannot get legal MJ where you live. California is the only place it is somewhat available.
