Edit: I Disagree with the first poster, half-hearedly, this was impeachment in the House after the election of 98 and the rational was he lied under oath, but obviously knowing they werent going to get the votes in the senate all it did was weaken clinton politically, which is clearly a bogus reason to shut down the country,
and cause of that, the fact this shut down government two months, I feel it was a waste of time,
too many more important issues, but thats typical of republicans and I see that now, disregard for trying to solve real people problems

In his second term. As with Nixon, it was not the scandal, so much as the cover-up - in Clinton's case, lying under oath - rather than the actual events that were ultimately the problem.
Actually that reminds me of something. Nixon resigned the Presidency in disgrace, but it did save the office from enduring an impeachment attempt - something that hadn't happend since Grant, a hundred years earlier. Years before, Nixon had declined to persue allegations of voter fraud that may have been instrumental in Kennedy's victory over him in that election. Again, for the good of the country and the integrity of the office.
It just amazes me that Nixon, possibly the most dispised American President, displayed in those two instances, such respect for office of President - putting the good of the country above his personal desire to hold the office.
No recent president or presidential candidate has had that kind of reslove. Clinton went through the impeachment fiasco; Gore took his voter fraud alegations to the Supreme Court, and still introduces himself as the 'former next president of the united states;' and Bush - well, do I need to say more than 'Iraq?'
Speaking of Bush & Iraq, Nixon pulled the US Military /out/ of a disasterously unpopular war, though, unlike Bush, he didn't start it.
I'm not saying Nixon was a great President - just pointing out that recent Presidents and hopefuls don't measure up to him.

Second. The publicity the scandal received was ridiculous. It tied the administration up from being able to do any of the good things they had planned.
It was an ambush.
Edit:
Some of the responders below are actually trying to compare something like wire tapping to a man lying about having an affair... Yea, I see how those are equal crimes-right. NOT!

My biggest objection to the incessant investigations into Bill Clinton was that all that time and money was spent... and nothing was accomplished except making Americans look like a bunch of juvenile assheads.
