A lot. They are completely unrelated. Horizontal means, like the horizon, side to side (as opposed to up and down). Perpendicular means two lines intersect or touch as a 90 degree angle.

Horizontal means "perpendicular to vertical".
Vertical lines point towards or away from the center of the earth. Horizontal lines point parallel to the surface of a liquid.
Walls are usually vertical. Floors and ceilings are usually vertical.
Two diagonal lines can be perpendicular to each other even if neither is horizontal and neither is vertical.
If you take a typical building, with vertical walls and horizontal floors, and tip it 45 degrees, the walls and floors remain perpendicular to each other, even though they are no longer horizontal or vertical.

2. Geometry. meeting a given line or surface at right angles.
3. maintaining a standing or upright position; standing up.
I think most people think of Horizontal as "running with the horizon, or parallel to the floor. Whereas most people think of perpendicular as the #2 definition. In which the person standing straight up is perpendicular to the floor. Perpendicular lines are lines that are 90 degrees )right angles) to each other...like a person in reference to the floor.
