I've read that either party only needs to give thirty days notice. So if the tenant handed in written notice today, would he only have to pay approximately a half of months rent in September?

No..your notice would have to be give by the end of this month...however you would be responsible for the entire month of September....unless....your old lease (if you had one) outlines other terms of notice that would still apply.
