And i didnt make this up... It was on the radio and i thought it was the most random thing and funny at the moment.

buffalo poo is called "chips", so if the chips are down, the buffalo has done his business.

They call Buffalo dun Buffalo Chips...so if the chips are down on the ground then there are no more in the Buffalo.

It is referring to buffalo manure. Chips are down means having a bad time.
