It's the individual entities whose characteristics are measured.

In a medical study, an "observational unit" is generally a single person.

In a study of flaws in a manufacturing system, an "observational unit" might be a toy that the system produces.

In physical sciences it might be a fixed-size sample of chemicals. In biology it could be a single creature, or a population (colonies of bacteria).
