Woohoo yippee i guess this is another 10 points to me hehe you gonna love this answer
A) a virus either is on your computer and disabled you entering the registry (download Nod32)
B) your admin dont want you in there

If your regedit has been disabled by the administrator, simply paste the hax written below, into run.

REG add HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System /v DisableRegistryTools /t REG_DWORD /d 0 /f

Note; administrator disabling the regedit is normaly cased by a virus....well maybe your admin just dont want you to access it hehe

1. Click Start
2. Click Run
3. Type REGEDIT
4. Click OK

First, try opening it in safe mode:

Also I would run an online virus scan because the brontok.A virus seems to be back, and a symptom of it is the inability to open your reg; and Bitdefender claims to remove it:
