Check your resolution:
Right click on the desktop. Click on personalize (in vista) or display settings (in other versions). Check your resolution. It should be something that your computer can handle. All recent computers should be able to handle at least 800 x 600. You can change the setting to this, and then going up one notch (1024 X 768) and so on until you get maximum resolution. If you set it too high, where you dont see the top or bottom of the screen, back it off one notch.

Each time you change the resolution, it should give you 10 to 15 seconds to click ok and accept the change. If you dont click ok then it should revert back to the previous setting.

Of course if you know the max resolution of your computer, you can just change to that without going through all the different levels.

Sometimes, this can also be cause by the incorrect video driver.

That happened to me once I just tried a bunch of options at the top and eventually it undid I have no clue what I did. Or you can restart your computer and it will go back to normal.
