going to the washroom a lot to pee is quite often the direct result of the intake of a lot of fluid. And may be aggravated if ther eis caffeine in the fluids you drink (coffee and colas). So monitor your fluid intake to ensure you are getting lots without overdoing it
the swelling on the tip of a penis is often a sign of excess friction that aggravates the sensitive skin of the glans/head. If you are circumcised, try to dress so yoru penis isn't floating around and rubbing against fabrics too much; contact is fine, rubbing can be a problem. If you do have foreskin, make sure when you dress that the foreskin covers all of the head including the tip to protect it from chafing.
One other cause for a tender tip is if during masturbation, your hand is rubbing a lot against the tip. If foreskin is present make sure it is always between your hand and your glans. If circumcised try using a lubricant to make yoru hand glide more smoothly over the glans/head.

If it is still inflamed and hurting then you need to call them and get back in there. Its possible that there is an infection of some type that the urine test didn't show. Also, if you are a guy it might be a little more comfortable if you see a male doctor, as he will need to examine your goods.

Maybe you drink to much fluids and have to run to the washroom. If you have some inflammation around the opening, use some antibiotic cream and don't masturbate for a while. Otherwise, don't worry too much.

Looks like some inflammation, may be you were playing with it and became a bit too rough or inserted something in it and that caused it, now leave it alone and may be sue some antiseptic cream on it, that would help, since you don't have the infection, rest assured.

If it's still bothering you, call the dr. back and ask for further tests...
There is a product on the market called AZO General. This is basicly a salve for the urinary tract. It makes it stop hurting when you pee, it also helps it so you don't have to go so often.
I'd be tempted to see a urologist, but I don't have one of those that you have, and you might feel differently.
