If you want people to answer you, you should have a good, fitting title.
You can get an Eevee from Bebe after you obtain the National Pokedex, after seeing all of the Sinnoh Pokemon. If you want a girl to breed, you want to save right before talking to her, because you only have about 12.7% chance of getting one. Also, you can get it at the Pokemon Mansion. Talk to the owner, and he'll say something about seeing a Pokemon in the Trophy Garden. If it's not Eevee, try again the next day.
