401k 's are offered through your employer. If your employer doesn't offer one, you are out of luck.

You can open a Roth IRA almost anywhere; even online right now.

Check with a bank, brokerage house or online broker.

a 401K has to be set up by your place of employment.

A Roth IRA can be set up by most brokerages, and most banks.

Just fill out the form. Almost the same as opening a savings account.
