they have got from another state to texas so they dont have to take the test
instead only driving test is needed

If you're 18 or over, you can just take the test. If you pass, you will get a license. Under 18 it's a bit different. Looks like you might have to start over, see here. http://www.dmv.org/tx-texas/teen-drivers.php

Call the TX DMV and ask them what the deal is. Then you have a good answer from the people that give the test. good luck.

WHY DON'T YOU JUST CALL YOUR LOCAL DMV OFFICE, THEY WILL BE ABLE TO ANSWER ANY AND ALL OF YOUR QUESTIONS AND AT THE SAME TIME YOU WILL BE GETTING THE CORRECT ANSWER TO YOUR QUESTION.
