how do i fix it without buying a new one? it barely charges my phone!

Get a new charger and put it somewhere the dog cannot reach it.

If the wire is exposed, you really need to throw it out. It's a fire hazard. Call your service provider. If you have a warraty they may give you a new one for free.

either buy a new charger or prepare yourself for a house fire.

1) duct tape it
or
2) try to maually reattach any loose wires and then duct tape it
or
3) get a new charger
or
4) get a new dog
