How about making him his favorite meal with candles and low light and if one thing lead to another so be it or maybe you have an outfit that you can make sexy for him you don't need money to give him a good birthday like my mam always said to me was to make a man happy is through sex and food

I would pick something special about the way you met or what brought you guys together and do something related to that. Do you guys have an inside joke or something else that is just between the two of you?
Its hard when you don't say what kind of stuff he likes. And what do you mean by low budget? 10 bucks? 50?

Why not fix him a nice dinner? Then rent a movie that you would both enjoy. With a desert afterwards. You could make a bowl of popcorn for when you are watching the movie and cuddling. Then let him know how much you care for him and your relationship with him.

What are his hobbies? Take him out for a movie or make him a dinner. Buy him a good movie and watch it. Or make him a cd with his favorite songs on it. Put together a bunch of pictures that you both have taken and put them in a scrap book or something.

Why dont you try a romantic picnic for two. take his favorite foods and maybe a burnt cd with his favorite music. afterwards just lay on the blanket and talk or snuggle? it's not all about the money. its about spending quality time together and paying attention to one another.
