What is the movie that a boys brother dies in a train tunnel?

Its an 80's movie. The brother moved out of that town, but moved back years later. I remember a black car w/ flames on it & the guys that drove that car were bullys. The brother went back to the train tunnel & seen his brothers ghost. This is all I can remember from the movie........help please!

Is it "Sometimes They Come Back" ?? It's a Stephen King short story turned into a movie and Tim Matheson was in it.

Sometimes They Come Back...based on a Stephen King novella. Read the novella, it's way better.
