An entitlement program is a government program in which persons in defined circumstances are 'entitled' to recieve monies or services from the government, regardless of the government's budget that year.
Most entitlement programs are effectively transer payments. That is, the government collects money from one group of people - such as workers - and delivers it to another group, such as retirees. Social Security does exactly that, being both an entitlement program, and a transfer payment - well, and a ponzi scheme, for that matter.
Entitlement programs are often criticised for being Socialist in nature.
Entitlement programs are fairly effective in transfering money from taxpayers to recipients of entitlements, though, as with any government program, there are substantial inefficiencies in the system. Beyond that, it's hard to say. Supporters say that entitlements do substantial good, by providing resources to the needy, while critics say that they create a 'cycle of dependence' that continuously swells the ranks of the needy. Both could be right.

that's the name they use for programs like medicare and social security, where you are entitled to certain payments if you qualify.
they were and are effective in dealing with the problem of the elderly poor, who were dying of starvation before social security, and it helps keeps health care costs lower by offering services to those who otherwise would not have any, thus helping them before their conditions become fatal and even more expensive.
the term is mostly used by republicans live Rove who want to get rid of those programs.
unfortunately, it's not used for the billions of dollars the federal government hands out to profitable corporations every year.

Generally, welfare programs. They have grown and grown, so that not only do the people who actually need help (the blind, quadriplegics, etc) get help, but the government (liberals especially) have created more and more programs to include people who are able to work, but choose not to.
