Well depending on your age I would say join something that you like...boy/girl scouts, a baseball league, a club at school, etc. You are bound to find friends more so when you are into something that YOU enjoy doing...as the friends you meet there have the same interests.
You may even want to start one, or get people together for a basketball game, game of tennis, etc. See if a teacher will get a club of sorts going for you during lunch or after school.
Friends usually have things in common. My kids made tons of friends at camp and they stay in touch through IM yearlong and everytime they go the list gets bigger. I think camp is such a wonderful experience. If you can go even for a week it's well worth it.

Go to the same bar everyday and hang out and drink. Be queit at first. Then casually jump into conversations with some regulars. It takes time, money, and alcohol. Just like everything else in life. Or join a support group, those losers are always looking for friends.
