There is a good supply of parts for the x19 , apart from body and trim , but that is normal for any car of that age.
Engine and transmision parts are no problem at all as they are common with the 128 series of Fiat's.
Couldn't get a clutch , HA ! ..where was that guy , on Gilligan's Island ?
Clutches are easy to get ,and if you don't like the choice , the old one can be taken to a clutch rebuilder company and they will reline the clutch plate and rebuild the pressure plate for you.
The answer why so many have had problems with Fiats is they are idiots.
I have had Fiats for 25 years and they have been the most reliable cars around , and I even did cross country trips in them. !!

He will have to buy his own parts car, luckily almost any part from a bertone will fit a X 1/9. They sell parts for old cars on the web, so even though there are few FIATs in America, there are plenty in Europe, so if he keeps looking he will find the parts he needs, Unfortunately he could wind up paying more for the parts than he paid for the car.

Where can you get parts for a 29 year old unreliable car that had minuscule sales in the US and was prone to rust out. Try the land fill.

look for a company called "bayless racing". used to be in GA. unsure if they are still in business but they had loads of x1-9 crap....
