to get started on wireless. you would need a internet connection, wireless router, wireless card. now, connect the internet line into the wireless router, then install you wireless card. you will need to configure you wireless card so it will pick up your wireless router. click here http://www.linksys.com/servlet/Satellite?c=L_Content_C1&childpagename=US%2FLayout&cid=1114037291160&pagename=Linksys%2FCommon%2FVisitorWrapper&lid=9116041396H12 this link will give you a understanding of home networking.

To "borrow" an Internet connection from one of your neighbors, you'd connect to their wireless router using the wireless device in your computer. (keep in mind that this can be considered illegal if you don't have permission) You wouldn't need - or be able to use - your own wireless router with someone else's connection.

Your question is a little unclear to me.
Are you looking for an ISP? If so, find out what your neighbors use and subscribe (or get permission to "borrow" theirs)

Note that borrowing your neighbors internet with their permission may be against the TOS for the internet provider.
