i think i have a problem wit my internet connection.?

Question

now,i'm using the fastest connection speed.but,the signal that had been transmitted and received are too different.is it came from the error internet connection or from my lack computer memory??
also,i have problem when watching video in you tube.the video seem running slowly than the audio although the video had completely buffered.
