I was wondering can you buy java moss in petsmart or petco, anything else about the plant would be helpful too!

They probably won't have any at the chain stores, but local fish stores (privately owned) usually have a much better selection. Plants are not filters, and should not be used as filters, or as a way to ease your maintenance schedule. Java Moss grows very quickly and can easily take over your tank in about a year. This plant will need trimming every few months to keep it at the desired size. Moss propagates very easily, if you take a piece of it, cut it in half, and put the 2 pieces in the tank, you now have 2 clumps of Moss. Since the nitrogen cycle is very long and complicated, check out the link that I will post in the sources section... The plants will not remove all the ammonia, nor will it remove all the nitrites, so vacuuming the gravel is still necessary.

Java Moss will do fine in low lighting, without CO2 or fertilizers, so it is the perfect plant for a small budget. If you have any more questions, email me at nosoop4u@cox.net.

Plants are a kind of "filter". The will be helping you to "remove"/consume of nitrogen (nitrat, nitrite, ammonium, amoniak) from water. But its not a filter replacement.
Too many plants and they will consume co2 and when there is no more co2 your PH could rise. But javas are slow growers so it will not make the water bad, more probably better.
