Natural rubber trees were first found in use in South America, with no capital named in my source.
Seeds of these trees were smuggled out of Brazil in 1876 by Sir Henry Wickham, who brought them to London for germination. The young plants were then taken to Ceylon (now Sri Lanka) to start plantations. I'd say Sri Lanka used to be the rubber capital of the world, as far as familiarity and access goes.
Now plantations are found in a belt of about 700 miles on either side of the equator, though not in the western hemisphere due to a leaf blight.
Ninety-nine percent of plantation rubber comes from southeastern Asia.
Pietermaritzburg in eastern South Africa, in Kwa Zulu-Natal province, has been called a capital of rubber; however I think this is no longer the case, if indeed it ever was. The city merely trades in many goods, including rubber.
Synthetic rubber manufacture has begun now, as well, using polymers to make a rubber-like substance.
