The self-appointed rulers are the ones who make the decision. In other words, the dictator(s) are always in charge in anything but a democracy. In a democracy, the people who are really in charge are those in the highest level of the bureaucracy who are not appointed by the elected officials. The career bureaucrats always rule. If you want something done in almost any organization, bypass management and go to the head secretary, the head clerk, or the head custodian.

why does g w bush have more merit than an immigrant that handles your food? your life and health depend much more on the immigrant than g w bush.

Unfortunately, in reality, the narcisisst sociopaths, and psychopaths at the "top", in this culture. Merit to them = greed, pernicious competition, status, superficiality, and control over everyone and everything, last i observed :)))

there will be no independent measure of merit. your merit will be determined relatively, like everything else. you will be treated better than those worse than you and worse than those better than you.
