it seams to load up around town. I am thinking it is related to the coast down enrichment.

Weird. My 1985 Virago 700 fouls the rear plug quicker, LOL.

a) Check the oil level in the crankcase. If there's too much, let some out.
b) Check the spark gap on both plugs.
c) If your air filter is the type that you clean the element, then clean it. If it isn't, then replace the element.

its not the coast down enrichment that would foul both plugs do a compresion test to determine if you got a problem with the rings or valves. you didnt say how many miles on the motor.
