This is how you do it in Excel 2002 (and I thought 2003 would be similar):

1) go to the upper-left-most cell that you DON'T want to freeze (so if you want columns A, B, and C, and rows 1 and 2 to always be on the screen), then go to cell D3

2) Window - Freeze Panes

As the other two mentioned you use to freeze the window panes:

Window > Freeze Panes

However, what they forgot to mention is that Excel freezes above and to the left of what you select.

If say, you wanted Rows 1-3 to always stay visible. Select Row 4 before freezing the panes.

If say, you wanted Columns A-B to always stay visible then select Column C before freezing the panes.

If you wanted to have say the top two rows always visible and Column A always visible then select cell B3 then freeze the panes.

There is also one more option you can do, but this doesn't involve freezing the panes. For the vertical scrollbar go to the very top of it. You'll see a little grey line about a sixteenth of an inch wide or so. Put your cursor on that and drag the line down. This will create a second scrollable window. This comes in handy for comparing two rows of data that are at far ends of the same worksheet. The same can be done with the horizontal scrollbar. To get rid of the windows just move that little line back to its original position.

Yes, highlight the rows (say, 1-5) that you want to stay on top, go to the "WINDOW" menu and click "FREEZE PANES."

Rows 1-5 will stay at the top no matter how far down you scroll.

This works for the vertical columns and sidescrolling too.
