Go down to your local court house and request one. They can gove you the paperwork and file it right there. A judge has to grant it but there is how it is done.

There should be Battered Woman shelter in your area. So they can help her get a 50B. That is temporary order then she will help to appear in front of the Judge. If everything goes the right way he should grant it for a year. This doesn't cost anything. Here where I'm from it is called Help, INC. I should know I've been a client of there myself. They will you if you are willing to help yourself. I'll be praying for your friend.

Go to the court house and you will need to talk to the judge to get one in place, , ask questions. the judge will tell you what you need to know. Cost, I do not know, I had my lawyer do this.
