Let me get this straight - you are pitching an uncopyrighted idea to the general public for their approval. What's to stop someone from taking your idea and running with it? Then that other person gets all the credit and the royalties, and you don't get SQUAT!
P.S. "The Heartbeat of America" hasn't been an official slogan for Chevrolet for almost twenty years!

I honestly don't think GM would take kindly to the offer. You could always email them and prove me wrong.
