Artistic skill is developed on a lot of different levels. Art could be characterized as the physical expression of the artists ideas, whether that is through graphic expression, dance, music, etc...
In order to be able to express your ideas, you need to know how. In other words, if you think you might be the next Ansel Adams, you need to know how to work a camera and a darkroom. If you think there is a Chopin inside you, learning how to play the piano would be a good start.
Drawing and painting are no different. Anybody can pick up a pencil and start drawing, that doesn't make them an artist. Learning technique and practice will give you the technical skills you require.
Developing creative and visual skills is probably a little harder. Studying the art of others and learning what makes a "great work" great is a good place to start. Knowing how to critically evaluate a work and the elements that have gone into it will help when creating your own work.
There are very masters in the world of art who did not study the work of others at some point in their careers.

The only way I know of to improve artistic skills is, like any other skill, practice, practice, practice...
I like to think of creative skills as muscles - exercise is the only way to improve them.
Use your sketchbook to do both.
I suggest going to art museums, studying different artists and reading critiques to develop your visual skills

I see every person as a filter for reality. No one see it quite the same. Different experiences and chemical makeup result in somewhat drastic differences in personality and creativity. The best way to do it is just dive right in. Figure out what makes you happy to do and do it creatively. Make a collage of clips from magazines that you find interesting. Now look at other people's collages and compare. Start to understand what kind of person you are creatively and what you enjoy looking at.
Also look into the motivation behind a desire to be creative.

Take some classes to get the extra training , read and look at various book on the different subjects , get a job in a related field and do art every day...

I always advise sketching from life as often as possible. Practice as often and as much as posible on a large variety of subjects such as people, animals, houses, furniture, architecture, cars, planes, trees, flowers, etc.
By not narrowing your scope, you will become a better all around artist, which "recharges" your creative batteries for, virtually, any kind of design work.
Also, read up on color theory, including the psychology of color and how color alters the viewers perception of reality. You will find people's perception of your creativity will alter.

Draw everyday, make it a habit, practice from websites or start a collection of "how to draw" books, (I carry a pad of paper & pencils in my fanny-pack so I can draw wherever I go.) -goodluck.

try using colors that are opposites on the color wheel, they will pop better. Try meetings and gatherings where other artists are and you may learn new and other techniques and styles. Try different mediums.
